The Challenge
In September 2021, the Governor of Illinois issued an emergency order that required all Higher Education institutions in the state to verify that students and employees were either fully vaccinated for COVID-19 or submit a weekly negative test for COVID-19. Harper College needed to find a way for students and employees to safely submit proof of vaccination or proof of a weekly negative test. It was essential that Harper had a system in place to verify that everyone on campus was following the college's COVID-19 protocols.
The Solution
After some research, Harper decided to implement the CLEARED4 solution. Harper required a simple platform to ensure a high rate of attendee and staff adoption, but sophisticated enough to provide safe access, management reporting, and adherence to best practices. With less than a month to have the system up and running, CLEARED4 worked closely with the COVID response team to understand requirements and quickly implement protocols whereby students and employees could submit proof of vaccination or a negative COVID-19 test each week.

CLEARED4’s test management process tracked COVID-19 test results and communicated the health data, sensitively and securely, to students and staff all while maintaining strict compliance with all existing HIPAA privacy laws.
The platform was so easy to use that college students could log in and begin uploading their required documents immediately upon receiving their CLEARED4 personal link from the college. CLEARED4’s real-time management system gave Harper administrators the ability to run real-time reports on testing data which was essential for providing safe access to campus facilities. In addition, the CLEARED4 platform integrated student and faculty data within Harper’s existing access control processes and HRIS systems. Access passes were issued only to students and staff who were cleared to come on campus based on protocols and rules, configured and updated in the CLEARED4 platform.
Thanks to the platform, Harper was able to successfully welcome students back to campus while keeping the community safe and healthy.
